On January 1, 2027, DFARS 252.225-7052 restricts defense procurement of tungsten from China, Russia, Iran and North Korea at the mine and ore stage. That last phrase is the one that changes the paperwork.
Recycled material no longer resets country of origin. A carbide insert made from 100 percent reclaimed scrap, melted and pressed in the United States, can still carry a restricted origin if the underlying tungsten came out of the ground in a covered country.
Why Now and Not December
Because quoting runs ahead of the rule. A defense or aerospace customer's next PO cycle starts before January, and the origin declaration has to exist at the time of quote — not after the award, when the only remaining option is to re-source.
The market backdrop makes waiting expensive:
- APT (ammonium paratungstate) moved from roughly $300/mtu in early 2025 to about $3,185/mtu by May 2026 — a ninefold move. S&P/LSEG put delivered APT at $83/kg WO₃ in January and $340/kg in July 2026.
- Chinese APT exports collapsed from 782 tonnes in 2024 to 22.8 tonnes across January–July 2026, with several months at zero. Beijing licenses only 15 tungsten exporters for the 2026–2027 term.
- Carbide insert list prices are up 10–15 percent in 2026, lead times stretched from 4–6 weeks to 12–20 weeks, and some suppliers are declining new orders outright.
- U.S. cutting-tool shipments hit $278.1 million in July 2026, up 29 percent year over year. Volume is rising into a constrained supply base.
Policy is tightening in parallel. BIS requires 100 percent of U.S. tungsten scrap sales to go to domestic buyers from August 27, 2026 through August 27, 2027. Platts proposed non-Chinese-origin APT assessments effective November 30, 2026.
What the Rule Actually Requires of You
As a tooling supplier into defense work, you will be asked for origin evidence one tier deeper than most purchasing records carry. Four things to assemble:
- Supplier origin declarations at the mine or ore stage — not "made in USA," not "domestic melt."
- Mill and heat-lot traceability tied to the specific insert grade you ship, not the grade family.
- A recycled-content statement that names the feedstock origin. This is the clause most suppliers cannot answer today.
- Grade-level alternates pre-qualified, so a restricted-origin lot has a documented substitute instead of a scramble.
What It Costs to Be Late
A missing origin declaration does not fail at the loading dock. It fails at audit, or at the customer's DDTC review, or when a prime re-sources a family of tooling because one insert grade cannot be documented. By then the qty-on-hand is already committed and the replacement lead time is 12–20 weeks.
Where Tooling Components Fits
Tooling Components supplies punches, dies, die springs, gas springs, drill bushings, mold components and the standard tooling hardware that keeps a die running — and we will tell you honestly what origin documentation exists for a given grade before you quote it into a defense program. Start the origin file on your top-moving carbide items now.
